KMHB has an annual operating budget of more than $100 million. It employs about 150 individuals, 80% percent of which are Inuit.

Detailed description: 
Key responsibilities:
The Director General is expected to recommend, develop and implement a comprehensive strategy to address the distinct characteristics and needs of KMHB. He is expected to undertake the necessary timely action to meet the changing needs of the community in which he provides services. In his role, he will:
- Provide the strategic leadership and vision for the organization;
- Act as primary liaison to the Board in the establishment of strategic directions and priorities and the development and implementation of objectives, policies and operating plans;
- Ensure the carrying out of all KMHB plans, programs and related support services in accordance with public funding and other requirements. Ensure they are delivered and maintained in an effective and efficient manner;
- Manage and administer all financial responsibilities and obligations in order to ensure that the organization is operating within established financial legislations, terms and conditions;
- Establish a financial management framework, systems and processes to support sound and timely financial decision making so that KMHB operates within its approved strategic plan and budget and is able to demonstrate that funds are used to maximum effectiveness, with integrity and honesty, and in accordance with the appropriations appearing in the budget, ordinances and resolutions;
- Provide support and advice to the KMHB’s Board of Directors in order to ensure Board Members are aware of operations and able to make informed decisions on KMHB strategies.
- Provide financial and statistical reports to the Board to support decision making;
- Keep the Board and its committee fully apprised, on a timely basis, of strategic opportunities and concerns, operating performance and issues to enable them to perform their roles and mandates;
- Propose guidelines, objectives and policies for the effective operation of the organization.
- Provide leadership, guidance and management to the staff, including human and financial resources management;
- Actively monitors adherence to approved policies, organizational controls and compliance requirements;
- Develop and promote a positive and productive KMHB work culture, consistent with the mission, vision and core values/code of conduct of the KMHB’s, to attract, motivate and retain the best personnel;
- Serve as an ambassador for the organization;
- Represent and maintain good relationship with all stakeholders;
- Perform other duties and responsibilities set out in legal and regulatory regulations of KMHB.
Specific duties

General:
 Prepare the agendas for the KMHB’s Board of Directors (BOD) regular and special meetings. Submit reports for each BOD meeting detailing the activities of the KMHB and noting whether the objectives established for that period were met;
 Prepare and submit for the BOD’s approval a plan of action for the implementation of the tri-partite agreement between the SHQ-KRG-KMHB;
 Prepare and have approved by the BOD the policies related to the internal operation of the KMHB and the management of social housing in the region;
 Discuss lawsuits and legal matters related to the KMHB with the BOD and KMHB's legal counsel;
 Submit to the BOD and the KRG regional council and thereafter have approved by the Société d’habitation du Québec (SHQ), the KMHB's annual operating budget and ensure it is respected;
 Keep the BOD informed of the financial status of the KMHB and expected cash flow projections;
 Submit to BOD and the Kativik Regional Government (KRG) regional council and thereafter have approved by the SHQ, the KMHB’s verified financial statements and annual report;
 When requested by the BOD, ensure that the KMHB is represented on any committee dealing with social housing in the region;
 Carry out any related work as requested by the BOD.
Operations, Management and Administration:
 Ensure the development of priority plans, performance measurements, management controls and critical success factors;
 In accordance with approved KMHB policies, prepare and implement procedures related to the internal operation of the KMHB and the management of social housing in the region;
 Prepare or revise job description for each position and establish a system so that the employees' performance and the quality of their work can be monitored by the setting of objectives, submitting of activity reports and conducting employee performance reviews;
 Interview and hire competent employees to fill vacant positions within the KMHB;
 Have regular meetings with the Director of Building Maintenance concerning the preventive maintenance program, major repairs program, inventory control, energy costs reduction, training of maintenance staff and any other social housing issue;
 Have regular meetings with the Director of Client Services concerning the awarding of lodging, rent collection, legal actions against tenants with rent arrears or vandalism, training of administrative staff and any other social housing issue;
 Have regular meetings with the Director of Finance concerning revenues, the accounts payable, the accounts receivable, including rent arrears, cash flow projections, financial statements and any other matter related to the finances of the KMHB;
 Have regular meetings with the Director of Human Resources and Administrative Services concerning employees, vacant positions, recruitment, issues or concerns and any other matter related to the employees of the KMHB;
 Have regular meetings with the Director of Building Maintenance concerning the preventive maintenance program, major repairs program, inventory control, energy costs reduction, training of maintenance staff and any other social housing issue;
 In accordance with the KMHB procedures, authorize expenses to be incurred by the KMHB, approved invoices and co-sign cheques for their payment.
Representation / Corporation Ambassador / Public Relations:
 Participate in the negotiations with the SHQ and the KRG concerning the KMHB’s Operating Agreement, have the BOD approve this contract and establish a system by which the KMHB respects its obligation in this tri-partite agreement;
 Participate in any negotiations where a service contract will be awarded, have the BOD approve such contract and establish a system to monitor the progress of these contracts;
 Meet with the Northern Villages to discuss their service contracts, technical assistance and training matters, rent arrears and any other social housing issues;
 Promote good working relations with all concerned (employees, municipalities, regional organizations, SHQ, Makivik, etc.);
 Advocate strong collaborative community partnerships;
 Serve as spokesperson for KMHB, communicating with all stakeholders, employees, development community, partners, clients, governments, the media and other relevant stakeholders.

- Undergraduate degree in Administration or any other appropriate and relevant field.
Experience:
- Have a minimum of 10 years of relevant management experience. All previous experience with municipal housing offices or regional organizations will be considered a major asset;
- Knowledge of financial, human resources and program management;
- Knowledge of property management including construction and maintenance management;
- Experience working with a Board of Directors;
- Strong sense of, and respect for, the diversity, breadth and scope of Kativik’s challenges and issues.
