JOB DESCRIPTION: Under the supervision of the governance and school administration director at the FNEC, the partnerships and external relations counsellor is responsible for partnerships between member communities and various provincial organizations in particular school boards and schools. The counsellor plays a key role in developing and maintaining direct communication with communities to strengthen partnerships and support communities in implementing the Negotiations Handbook and meeting external relations standards.

In addition, the counsellor is in charge of partnership program management, as well as planning, organizing and coordinating related activities at the local and regional levels. The incumbent is also required to provide guidance to communities and the FNEC as part of negotiating fair and equitable agreements in order to ensure a smooth transition for First Nations students between community schools or from one provincial school to another.

Detailed description: 
MAIN DUTIES:
Support and consultation activities:
• Advise communities in the development of partnerships with schools and provincial school boards to facilitate the transition for First Nations students from one school to another.
• Evaluate practices that promote a smooth student transition from one school to another.
• Develop tools and provide training to communities in relation to the Negotiations Handbook.
• Support communities in their efforts to negotiate and establish agreements with provincial elementary and secondary schools.
Coordination and logistics activities:
• Organize and attend local and regional meetings between communities, provincial schools and other involved partners.
• Maintain close ties with the Ministère de l’Éducation, de l’Enseignement supérieur et de la Recherche (MEESR).
• Raise awareness among schools and school boards to First Nations realities.
• Promote the Negotiations Handbook, external relations standards and the activities conducted.
Administrative activities:
• Draw up funding applications.
• Create a general agreement template based on the Negotiations Handbook and external relations standards.
• Produce an annual regional activity report.

REQUIREMENTS: • A bachelor’s degree in education, or a related field, and a minimum of 5 years’ experience in teaching, school administration, or in an education counsellor position.
• Bilingualism (French and English).
• Sound knowledge of First Nations schools and the unique characteristics of education in First Nations communities in Quebec.
• Sound knowledge of the Quebec education system.
• Ability to plan, organize and manage workload.
• Excellent oral and written communication skills.
• Excellent writing skills for a variety of documents.

WORKING CONDITIONS: Work is done during normal office hours from Monday to Friday, but some overtime hours may be required as well as some travelling over a two-day or three-day period.
